Praia, Feb 12 (Inforpress) – “Textos sobre Direito de Emergência e outros Estudos”, title of the first legal book by Casimiro de Pina and which addresses the Cabo Verdean legal framework in an emergency context, this Wednesday presented in the city of Praia.
Speaking to the press, moments before the presentation, witnessed by guests such as the First Lady, Lígia Fonseca, and the Prime Minister, Ulisses Correia e Silva, the author stated that during the state of emergency, decreed due to the pandemic, the citizens were deprived of a set of rights were not enshrined by the Cabo Verdean Constitution, for this reaso he is suggesting a legislative reform in this matter.
“The main legislation we used here in Cabo Verde to enact states of calamity, among others, was basically the civil protection law. I explain this in the book, which is a 2012 law. But this civil protection law was designed for other types of situations”, he defended.
According to Casimiro de Pina, the basic civil protection law is more for fires, volcanic eruption, among other “temporary situations”.
“This law was not properly designed to deal with pandemics of the type we are experiencing. It is in this specific case that I propose some legislative reforms and some discussion around this law and other similar laws,” he added.
