Lower Denkyira Assembly members demand removal of DCE

Accra, Aug. 09, GNA – Some concerned Assembly Members of the Twifo- Hemang-Lower-Denkyira District Assembly in the Central Region have petitioned President Nana Addo Dankwa Akufo-Addo to remove the District Chief Executive (DCE) for his ill health.

In a press statement copied to the Ghana News Agency, the group said the DCE fell sick barely four month after his appointment to office and his operations from home did not auger well for the Assembly
The statement said « The DCE unfortunately fell sick barely four months in office and since first week in October, 2017, he has not set foot at the Assembly premises to perform his core duties. »

The group alleged that the situation had created a vacuum such that malpractices and indiscipline triumphed as the staff flouted the rules and regulations governing the conduct of public office holders with impunity.
They alleged that « the DCE has created office in his house at Jukwa, where he signs documents from the Assembly to show that he has been working resulting in huge administrative lapses.

« Lateness, absenteeism and disorderliness are the order of the day as scores of staffers report to work as late as 10.00am and at break time, they are gone and by 3:00pm almost all of them are gone. »

« They have flouted virtually all the rules of engagement in corporate work with impunity due to poor supervision, » the group said.
The Concerned Assembly Members further accused some officials of the Assembly particularly the District Works Engineer of conflict of interest in awarding contracts to himself and cronies among gross financial malfeasance.
The statement said: « The worrying situation is that, the Assembly awards contracts specifically to the District Engineer in the name of the Assembly’s Works Department. »

Citing examples, it said « the management of the Assembly has paid all the contract sum of GH¢69,909.00 for a project reported by the Assembly to be on-going at Jukwa market. Meanwhile, there is no sign of progress of work at the said market. »
« The Twifo Oil Palm Plantation (TOPP) company as part of its Corporate Social Responsibility (CSR) executed maintenance works on the link road between Praso and the New District Assembly office complex at Hemang but the Assembly’s management shamelessly raised a voucher and paid an amount of GH¢ 35,550.00 from the District Assemblies Common Fund (DACF) as project done by the Works Department, » the statement said.

The Concerned Member called on the President and all interest groups to endeavour to take appropriate steps to investigate all financial malfeasance at the Assembly to return the District to its growth.

They also demanded a probe into the finances of the Assembly and severely punish people involved in any wrong doing to serve as deterrent to all prospective corrupt public officials.
Speaking in an interview with the GNA, Mr Emmanuel Kojo Nanah, the DCE blatantly denied all the allegations and assured that he was in firm control of affairs.

He blamed the Member of Parliament who has vowed to unseat him as the one instigating his dismissal.
« I can say it categorically that the MP is behind all the allegations levelled against me. He has said it on several platforms that he hates me therefore he is using some Government appointees to achieve his diabolic agenda.  »
He said « when I was being confirmed, he paid losing bonuses to some Assembly Members to vote against me and since then, he has never co-operated with me. He is behind all this happenings, » he alleged.
