RREA Targets 265k Rural Customers To Access Electricity By 2030

MONROVIA, Feb. 13 (LINA) -The Deputy Executive Director of the Rural and Renewable Energy Agency (RREA), Stephen V. Potter, has disclosed that his agency is targeting about 265,000 customers to benefit from the Rural Electrification Projects by 2030 under the Rural Energy Strategy and Master Plan for Liberia.

Speaking at the Ministry of Information regular press briefing onCapitol Hill in Monrovia on Thursday, Potter said the RREA’s program is structured into three main phases with 15 years implementation period which runs from 2016 to 2030.

According to Potter, Phase One of the project from 2016 to 2020 is concerned with the setting up of the Rural Master Plan and the implementation of ongoing and planned projects.

Phase Two, he noted, runs from 2021 to 2025 and will ensure the acceleration and roll-out of the main initiatives, while Phase Three, which is also considered by the agency as the consolidation phase, is concerned with the electrification of the targeted population by 2026 to 2030.

Potter highlighted that the RREA will boost the electrification rate outside of Monrovia, the nation’s capital, to more than 15,000 customers by 2023; 140, 00 by 2025 and 265,000 by 2030.

He revealed that all county capitals will be electrified before 2025, either through the National grid, Decentralized Grids or Transitional Mini- Grids.

Potter further assured rural residents that by 2025, all health facilities along with secondary schools in rural Liberia will be electrified either using grid-based electrification or through 100 percent solar-based individual solutions.

He emphasized that his institution under the various projects willensure the electrification of all ten largest settlement in every county,stressing that no county will have less than 15 percent of electrification by2030.

Meanwhile, the Deputy RREA boss noted that it will require a total of US$935 million in order to achieve the provision of electricity to 265,000costumers by 2030, which constitutes 35 percent rural electrification.

« The growing of the Grid and Decentralization Grid program represents around 90 percent of the total investment, with significant investments both in generation and distribution. The program by itselfrepresents more than 50 percent of the Rural Energy Strategy and Master Plan investments, » Potter explained.

He stated that US$200 million of the total US$935 millionhave already been committed, mostly from donors and development partners,including the World Bank Group, African Development Bank, the European Union, United States Agency for International Development (USAID), Government of Sweden and other international non governmental organizations.

The Rural and Renewable Energy Agency started as a prototype within the then Ministry of Lands, Mines, and Energy, following the formulation of the National Energy Policy in 2008.

The Agency was established by Executive Order No. 23 in January 2010, and later legislated in July 2015, giving the agency full autonomy.

The Agency has the mandate to facilitate and accelerate the economic transformation of rural areas with an emphasis on locally renewable resources.
